Welcome to Pet Advocacy’s Network’s (PAN) brand-new, FREE Network of Advocates – a grassroots platform designed to unite pet professionals and animal lovers in one powerful mission: to shape the policies that impact our pets, our businesses, and our way of life.
Why Now
Last year, a bill in New Hampshire aimed to ban the sale of brachycephalic (short-nosed) pets, including popular breeds like bulldogs and pugs. Meanwhile, in Indiana, another bill threatened to eliminate all local control over pet sales unless the animals were sourced from rescues.
In both cases, PAN advocates stood up, spoke out, and made a difference. The New Hampshire bill? Defeated. The Indiana bill? Rewritten into a statewide standard that protects both animals and ethical breeders.
What is the Network of Advocates?
The Network of Advocates program was conceived by PAN’s Membership Committee and developed by our organization’s full board. It’s your on-ramp into advocacy — no cost, no pressure, no prior experience needed. Whether you’re a retailer, breeder, vet, groomer, distributor, or simply passionate about pets, your insight matters to lawmakers. And we’ll help you get heard.

Why It Matters
In 2024 alone, PAN:
- Monitored 1500 bills and regulations
- Sent 30 action alerts
- Engaged with lawmakers on the state and federal level on 265 topics
Those issues have included statewide bans on pet sales, restrictions on certain breeds in rental properties, and allowing people to seek damages for the loss of a pet.
And 2025 is already shaping up to be just as active — with threats like:
- Statewide pet sale bans
- Breed-specific restrictions in housing
- Expansions of “emotional damages” lawsuits for pet loss
- Crackdowns on pet breeding and importation
These aren’t abstract policy debates — they’re decisions that could reshape how you do business or care for animals.
